This FFE covers changes to cloud-init which will enable a configured
instance to re-order portions of startup to allow ssh access to an
instance sooner.
The set of changes will include
- updated systemd cloud-init-generator to trigger platform specific systemd
unit changes
- enabling networking sooner during boot
- generating ssh host keys sooner
- creating users and importing ssh keys sooner
- datasources which use networking to check if networking is up before
attempting to use EphemeralDHCP to bring networking up
