I have had this exact problem with Ubuntu Server 16.04 thru 18.04 current on Citrix XenServer from version 7.1 thru 7.6 current.
Either HVM or PV, it doesn't seem to matter. When I live-migrate a Ubuntu Server VM, it seems like i have a 1/6 chance of the machine freezing within about a minute of the migration being done. This migration roulette is awful when its the production database or NFS server.
