I tried your fix Dan and it seems not to work. I am running on popOs
19.04 (Dell latitude E6530 i7)

kernel vers: Linux 5.0.0-25-generic x86_64

$ sudo apt-cache policy bluez

I previously disabled the bluetooth in the bios.
