It is in my view inappropriate for any seeds, or authoritative VCS branches for Ubuntu packages, to be owned by a team that does not have ubuntu-core-dev as a member - since ubuntu-core-dev are defined as the team that has upload rights, and oversight responsibility, for the entire archive.
