Public bug reported:

The hardware is a desktop computer. Motherboard: ASUS M5A78L-M Plus/USB
(BIOS is the latest 0502), CPU: AMD FX-6300, Graphics: Integrated ATI
Radeon™ HD 3000 GPU, RAM: 16G ECC RAM.

Installation images I have tried: ubuntu-18.04.2-desktop-amd64.iso and
ubuntu-18.04.3-desktop-amd64.iso. Both had.

I have installed and used 14.04 and 16.04 on this computer without any issue. 
When I try to install 18.04 Desktop version, it failed at least 5 to 6 times. 
The failure relates to system update.
1. When I install 18.04 without choosing download update while installing, I 
can complete the installation and boot. Soon after I logged in, I will receive 
reminder to update numerous packages. After installing the update, the reboot 
will send me to initramsf. Doing fsck will fix a bunch of file system mistakes 
(what I can remember).
2. If I choose to install 18.04 with the option to download update while 
installing and start the installation, the installation will not move to next 
step. Mouse cursor changed to a spinning wheel, and can be moved around.
