When I do a clean install of netdata the files are installed into
/usr/lib/x86_64-linux-gnu/netdata

This is apparently unexpected by some plugins.

>From the file /usr/lib/x86_64-linux-gnu/netdata/plugins.d/alarm-notify.sh on 
>line 155, you can see
[ -z "${NETDATA_CONFIG_DIR}"   ] && NETDATA_CONFIG_DIR="$(dirname 
"${0}")/../../../../etc/netdata"

On my fresh install this will resolve to /usr/etc/netdata, but the
config folder is at /etc/netdata
