This has since gotten weirder. Upon login, I am still presented with a message that I have new firmware available.
There, it now correctly has no call to action although there is still a mismatch in what I see. I am correctly reported as having the 26.01 firmware, but exposing details shows a changelog in which the only listed version is 21.00. fwupdmgr sensibly agrees. So the problem is now an incorrect gnome notification for an "update".
