I'm not currently in a position to look at restarting gnome-shell with
'Alt F2 and r' in any great detail but I have reported or seen similar
issues during the cosmic, disco and now the **eoan** releases of Ubuntu.
So, I am confirming that this issue exists when restarting the shell
using the aforementioned keyboard shortcut in the current development
release (19.10).
'Alt F2, r and enter' should restart GNOME Shell and display any
currently running applications but it has failed to do so correctly in
recent Ubuntu releases.
