convoy has been removed from Debian unstable with the rationale:
ROM; uses Python 2, no reverse deps, unmaintained upstream; Debian bug
#939020
Given that convoy also built a python3 module I'm unclear why this
rationale justifies its removal from Debian, but either maas should stop
depending on it, or the maas team should take over maintenance of convoy
in Ubuntu.
