Public bug reported:

The lirc package comes with python libraries and it installs the libraries into 
   /usr/lib/x86_64-linux-gnu/python3.6/site-packages
This results in the libraries not being found by system python.

>From what I read in https://wiki.debian.org/Python
they should instead be installed into 
   /usr/lib/python3/dist-packages
