Public bug reported:
The problem occurs when there is no booting into desktop for prolonged
time. The mentioned services in the title run on the boot and up the
boot time for 2 mins. I have tested this multiple times and it always
happens when someone boots up the system after longer time. This service
should run after boot to minimize the boot time.
