Public bug reported:

I have a partition of HDD and Windows 8.1 with MBR, and I created a live ubuntu
19.04 usb in MBR mode through rufus, the installer forced me to create the EFI
partition, I tried the boot repair and when rebooting the same black screen
appears with a line of information that says
"System BootOrder not found. Initializing defaults."
a few seconds and ubuntu starts, for more than reinstalling and updating grub
dendro of the Operating System as in the Live usb, I cannot access Windows
again and neither does the grub appear at the beginning. Any recommendations to
recover the Grub?
This is my partition system.
/sda3,2,1 ntfs(Windows 8.1)
/sda4 extended
/sda5 = swap
/sda6 = /
/sda7 = efi boot-esp
