I also just tested this on my 19.10 box (thunar: Installed: 1.8.9-1) and didn't
have an issue on directories created within thunar itself, nor an opened
terminal where I `mkdir /path/new-dir` with `thunar` showing the directory on
which I was creating the directory. I tested this using both local
directories, and NFS directories stored on another box. (I realize my box is a
different version; it's my belief I'll get the same response on 19.04 &
currently don't have time to start up a 19.04 box, but please read on)

Are the directories you are creating being created on your existing
box/session? or from another box (eg. if I `ssh` to the server where my
directory is actually stored & create directory there, my local
machine's thunar which is displaying the directory located on the other
box does not see that creation, as it was done on another box - is this
the sort new file/folder creation you mean??)

I've marked this incomplete, please provide more detail as requested, or
clarification, (or tell me if I'm wrong), then please return the status
of this bug to "New"

Thank you for taking the time to report this bug and helping to make
Ubuntu better.

** Changed in: thunar (Ubuntu)
