Howdy, As noted in LP #1822672 this was broken in 1.66ubuntu1 with a somewhat undocumented change to the submission URL was changed from http to https, which the codebase doesn't handle (Just gpg encryption and using Tor)
All that needs done is to reset SUBMITURLS="http://popcon.ubuntu.com /popcon-submit.cgi" and everything will start working again.
