Thank you for taking the time to report this bug and helping to make Ubuntu better.
The Lubuntu desktop in 18.04 LTS was LXDE, later lubuntu-desktops use LXQt which must be clean installed (not upgraded). This was noted in the 18.10 release notes, ie. https://lubuntu.me/cosmic-released/ "The most major and notable problem is that upgrading Lubuntu from 18.04 to 18.10 causes a fair amount of issues. Therefore, we are not officially supporting this upgrade path at this time, however we have prepared a page in the Lubuntu Manual which can help address the problems that arise after the upgrade." There have been no changes with 19.04 (https://lubuntu.me/disco- released/), the upgrade path from 18.10 was good, but it was not supported from 18.04 LTS (or LXDE). Because of this unsupported path, I've changed the status to invalid. If you believe I'm in error, please leave a comment as to why and change it back to "New".
