There is the tech answer system https://answers.launchpad.net/ubuntu and many others such as forums, IRC chats, and online documentation. As for the dictionaries, you can find compatible ones in the Adept manager once again. Just type "Thunderbird" and "Your_language" and a pakage will appear.
