You'll need to contact the person responsible for that package. This bug
tracker is for the packages which are part of the main Ubuntu
repositories (which I believe do enable dvdread).
Incidentally, if it does turn out that dvdread works and dvdnav (the
usual dvd reading library) does not, it'll be good if you report a bug
about that to dvdnav.
