19.10 Lubuntu x86_64 qa-test (beta) 2019-09-26.1 thinkpad sl510 with external vga (positioned on floor below coffee table)
This I believe is the same issue; but the "menu doesn't show" does not apply - it's there in this case, but it's appearing above the window. Refer picture In most (if not all) prior cases the menu appeared only as pixels right at top of display.
