Good news! I was able to work around the issue by enabling host I/O cache in the virtual machine settings. Go to "Storage", select "Controller: SATA", and enable "Use Host I/O Cache".
I'm not sure what changed in the Linux kernel to make this change necessary, but I wonder if kernels earlier than 4.18 were using the file cache even if the option was disabled in VirtualBox. Someone with a better knowledge of the Linux Kernal and/or VirtualBox would need to answer that question.
