Same issue for me. Nvidia is not powered off in intel mode. Cause
massive battery drain, powertop shows value between 30-40 W.

Ubuntu 18.04.3, gdm3
MSI GS65 Stealth, Nvidia GTX 1070 MaxQ
nvidia-prime version 0.8.8.2

Its strange that nvidia powering off in intel mode worked before on
18.04. Then I used nvidia mode for two months. Now I want to switch back
to intel mode but its not working anymore. Unfortunately I don't know
which update caused this, because I used nvidia mode for some time.

Does this issue already have some official solution, or I have to use
bbswitch? The manual bbswitch solution works for me, but I don't like
it.

Some notes:
I tried to install nvidia driver 390, nvidia driver 430 and nvidia driver 435 
from ppa and also from repository. Nvidia is not powering off in intel mode 
with any of them.

When system booted in intel mode the /sys/kernel/debug/vgaswitcheroo
directory doens't even exist...
