I had this issue now with Gutsy Ubuntu.
- select german keymap in boot menu
- live system defaults to english
I would like to add:
- installer ignores both boot menu choice and the live system keyboard
preference.

desktopCD uses 'us' keyboard layout instead of the one from the picked locale
