libreoffice-style-hicontrast is a transitional package whose intent is
to upgrade people to libreoffice-style-sifr. Unfortunately, that
upgrade will never happen, because the latter conflicts with the former,
preventing them from being co-installed.

Replaces: libreoffice-style-hicontrast
Conflicts: libreoffice-style-hicontrast
This should almost certainly be:
Provides: libreoffice-style, libreoffice-style-hicontrast (= ${binary:Version})

Breaks: libreoffice-style-hicontrast (<< ${binary:Version})
