New findings.
I was just wondering "what if I install Pinyin back again?", but then had 
another thought. I installed another Chinese input method that is dramatically 
different than Intelligent Pinyin, which is "Chinese (cangjie (m17n))". I then 
switched between the three methods - English, "Intelligent Pinyin", and 
cangjie. 

Guess what I found?

cangjie works - at least I can tell it's inputting Chinese since I don't know 
how to use cangjie
Intelligent Pinyin - if I switch to Intelligent Pinyin using drop-down menu and 
select with mouse, it does not work. If I switch to Intelligent Pinyin using 
"super+space", it's actually cangjie working to provide Chinese input.
