When I install Xubuntu or Ubuntu Studio and select 'Chinese (Traditional)' during installation, fcitx is installed automatically and used as the default IME.
For a user looking for ready-to-use media production suite, Ubuntu Studio is the most natural choice. (BTW, Ubuntu Kylin is targeted for Mainland China which uses Simplified Chinese, instead of locales that uses Traditional Chinese such as Hong Kong and Taiwan.)
