[Steps to reproduce]
1. Install Ubuntu 19.10 on ThinkPad X1 Yoga 4th Gen
2. Login system
3. Navigate to 'System Settings' -> 'Sound'
4. Adjust the 'System Volume' bar and verify the sound result
5. Press 'F2 and F3' to adjust system volume

[Expected result]
System volume should be heard with several sound level.

[Actual result]
No matter what adjusted, the volume remains the same value.

[Notes]
Navigate to 'System Settings' -> 'Sound' -> 'Over-Amplification', turn it 'On'
Then adjust the sound, we could hear the different volume value beyond 100%, 
but it could remains the same value from 0 ~ 100%
