I suspect you have somehow missed the key enrollment step, as show in

Can you turn on secure boot again, then run:
sudo mokutil --import /var/lib/shim-signed/mok/MOK.der

Follow the instructions on screen. When you reboot again, just before
loading GRUB, shim will show a blue screen, select “Enroll MOK” and
follow the menus to finish the enrolling process. You will be asked for
the password you typed in earlier when running mokutil.

After that, see if rtl8821ce is shown in lsmod.
