The issue remains the same with 19.10 (beta I tried yesterday).
The 19.10 Kubuntu installer cannot install an encrypted kubuntu in dual boot
with e.g. windows10.
It is still possible to setup such an encrypted kubuntu but it requires
to chroot after the installer has finished its job and to configure
crypttab manually. It is far from being user friendly and it gives a bad
first impression.
