    # install only these packages regardless of other upgrades available
    whitelist = get_whitelist()
    logging.info(_("Initial whitelist: %s"),
                 " ".join(whitelist))

This looks particularly odd when installing with subiquity as some of
the last messages displayed are:

Initial whitelist:
