This is because ufraw's development has ceased as of June 2015. ufraw in its current version has incompatibilities with gimp 2.10, relies on an outdated version of python, and has a known security flaw (https ://security-tracker.debian.org/tracker/CVE-2018-19655).
For these reasons, it was removed from upstream Debian, which then removed it from Ubuntu 19.10. I suggest you find a replacement for your workflow with either darktable or rawtherapee.
