I am experiencing exactly this problem as well except I am running Ubuntu
16.04.6 LTS and running
"apt-cache policy apt-transport-tor"
yields
apt-transport-tor:
Installed: (none)
Candidate: 0.2.1-1build4
Version table:
*** 0.2.1-1build4 500
500 http://us.archive.ubuntu.com/ubuntu xenial/universe amd64 Packages
I have a Tor browser running on the system, so I don't know what
"Installed: (none)" means. I will run apt in terminal and return with
the full output.
