Just in case, adding my vote to... not leave this old bug unfixed. This behavior is clearly incorrect from any end-user perspective.
As for security "concerns" here, they really are fluff; it is not the browser's duty to silently block or ignore explicit manual user actions (setting a default program) in order to potentially defend said user from said explicit action... Further down that road lies arbitrarily silently ignoring more user settings as well as attempts to access certain "potentially dangerous" sites or resource types altogether. And the current behavior is not a feature and offers no consistent "protection" anyway, as the misbehavior doesn't occur for other content- dispositions.
