Per the upstream bug, this is a generic kind of error condition that can
crop up from a variety of different root causes, which need independent
diagnosis.

For this package, before filing more bugs on this type of issue I would
suggest going through regular tech support channels first, to identify
the root cause and (ideally) an upstreamable patch that resolves it.

I get the sense from the comments here and on the upstream bug, that
people saw the issue mainly on Xenial, so am guessing with Bionic and
newer the issue is resolved?  This may suggest a backportable fix is
available in a newer version, so a bug report identifying that fix and
including a straightforward test case to reproduce it, might be feasible
to do as an SRU.
