Looking at the log:

Feb 8 08:26:26 aaa snapd[3895]: AppArmor status: apparmor is enabled but
required kernel features are missing: file
Feb 8 08:26:26 aaa snapd[3895]: daemon.go:379: started snapd/2.37.2+19.04
(series 16; classic; devmode) ubuntu/19.04 (amd64) linux/4.15.0-45-generic.
Feb 8 08:26:26 aaa snapd[3895]: main.go:123: system does not fully support
snapd: apparmor detected but insufficient permissions to use it

Feb 8 08:26:26 aaa systemd[1]: Started Snappy daemon. <--- at this
point snapd is past init and reported back to the systemd

Looking at /var/lib/dpkg/info/snapd.postinst the snapd.service was
started, snapd.snap-repair.service is listed in the terminal output so
we know it got past that service too. The next to execute are maintainer
scripts and dpkg should wrap it up. It's hard to tell how snap
installation may affect this.
