Please sync ipykernel 4.9.0-2 (universe) from Debian unstable (main)
Explanation of the Ubuntu delta and why it can be dropped:
* Drop build-dependency on removed python-path.
* Drop build-dependency on removed python-path.
The build-dependency has been dropped in the Debian package too.
