Okular does not 'depend' on kdeconnect. It depends on the KDEPurpose
packages, as they are required for the File > Share options. This is
build time hard dependency.
KDEPurpose packages 'recommend' kdeconnect to share to other device via
that menu. As I recommends, you can choose to not install that or remove
it and only break that menu option.
