I can confirm that the flickering white stripes doesn't exist in upstream debs:
eg.

And that it exists in libreoffice 1:6.3.2-0ubuntu0.18.04.1~lo1 from
ppa:libreoffice/ppa and snap version: 6.3.2.2.
