Why yes, yes I do.

$ ls -l ~/.XCompose

Moving this file aside and restarting ibus-daemon, the Delete key works as
expected.

Contents of the file are:

include "/usr/share/X11/locale/en_US.UTF-8/Compose"
<\> <)>                                 : "☭"   # HAMMER AND SICKLE

So why is ibus interpreting this file differently in 19.10 than in
previous releases?
