Sadly the previous statement is wrong. The backport mentioned does NOT solve the issue.
Sometimes the system will boot up and work fine with the backport and kernel 5.3.0-19-generic Sometimes the system will boot and the problem will manifest again. As such this is still a big problem as it renders the system unresponsive and requires a hard reboot, and I have now found myself booting from my USB ChromeOS to be able to work. So please mark this as NOT fixed.
