I wonder if the problem is related to panel self refresh, since it is affected by hardware cursor movement.
Please try adding kernel parameter: i915.enable_psr=0 to GRUB_CMDLINE_LINUX_DEFAULT in /etc/default/grub and then run: sudo update-grub and reboot.
