This seems to have been fixed now.

After an update to some library, this now installs as it should.

I uninstalled the package with
sudo apt purge r8168-dkms

to get the networking working again, (sound was not working 100% or I
would have just kept the Kernel drivers and been on my way), and
updating everything to the latest I saw that there was a package
pertaining dkms that was updated, and now this package is able to be
installed again.
