The open-iscsi tests have been failing for focal.

Since 2019-10-29, the failure cases have had the following error path:
scsi host3: iSCSI Initiator over TCP/IP
session1: session recovery timed out after 120 secs
connection1:0: detected conn error (1020)
Kernel reported iSCSI connection 1:0 error (1020 - ISCSI_ERR_TCP_CONN_CLOSE:
TCP connection closed) state (2)
