All affected users I found in forums so far reported that they have amdgpu in use.
I don't know if nouveau and radeon drivers have the same problem or not. So as you already wrote in https://bugs.launchpad.net/ubuntu/+source/linux/+bug/1834771/comments/20 the root problem seems to be that amdgpu (and maybe also other drivers) doesn't set the eld_valid flag to 1, when a monitor is connected. I have absolutely no idea how to handle this - where to file a bug for such driver problems. But as long as we cannot assume that eld_valid is correctly set, you better should not rely on it.
