Public bug reported:

there is no reason to have kernel squashfs per flavour, and even
standalone.

They are not used to installed into target.

People who want to provide custom kernel, would use custom
(kernel+initrd) combo, which has a cloud-utils-copymods hook to copy
mods from initrd to live system, and the install archive will have the
right kernel to install.

Thus all kernel modules can simply live in the top subiquity installer
layer.
