I manually tried going back to nvidia-drivers-430 which didn't work either. The module wasn't built by nvidia-dkms-430. Further investigation revealed the kernel headers were missing. I would have expected them to be pulled in, but ok. I moved forward to 435 again, ensuring nvidia-dkms-435 was installed, and this time installed the kernel headers, and this triggered nvidia-dkms-435.
