Public bug reported:

LANDSCAPE the licensed version is having troubles upgrading a Disco to
Eoan machine. It's been running for 24 hours with no progress.

Steps to reproduce
* Click on Computers
* Choose the computer to release upgrade
* Click on Packages
* Among the selected computers, 1 can be upgraded to a newer release.
* Current Release 
* Upgrade

Then wait, and wait and wait and wait some more. It's now been 24 hours
and still no progress. Running htop doesn't show any obvious processes
performing the upgrade and please see the screenshot as to the state of
Landscape.
