I have a recent install of 19.10 on a macbook and an external LG
monitor. I use the default login session, which I am sure is X not
wayland. I enabled fractional scaling

```
 gsettings get  org.gnome.mutter experimental-features 
['x11-randr-fractional-scaling']
```

In the settings I configure the 
- built-in display as 150% and the 
- external LG monitor as 100%. Also I set the 
- primary display to be the external monitor. 

This works ok while I am using the laptop.

When I reboot the laptop with the monitor plugged in, it starts with

- built-in 200% - NOT OK 
- external 100% - OK 
- primary display: built-in - NOT OK

When I put the laptop to sleep (the only way I found is `sudo pm-
suspend`) then it wakes up ok, settings are still the same.

When I close the lid, it seems to disable the built-in display (it's not
shown in the settings anymore) and it only shows the external display
with 100% scaling: OK . The settings and the gnome terminal look normal:
OK. The kate window in which I am typing becomes comically huge: NOT OK
- but I guess that is a separate issue?!
