I cannot reproduce this with Ubuntu Budgie 19.10 or daily ISO (tried VLC
and some examples from qtbase5-examples).
Anyway, qt-gtk2-platformtheme (just like GTK2 itself) is deprecated and
no longer developed, so it’s better to remove that package.

applications that uses qt5-gtk2-platformtheme starts slowly
