No. I tried it on a 4.13 kernel and the problem persists. Specifically, 1. I ping my router, everything is fine. 2. I download a large file from an ssh server at my uni. The speed is very fast, 7.5 MB/s 3. After a few seconds, the internet drops out without any warning and I can no longer ping my router. I didn't check journalctl unfortunately.
