The problem manifested in 19.04 before the upgrade. I had hoped 19.10 would fix. The issue is intermittent. Logging out or rebooting fixes for a time. Launching favorited apps from the Icon Task List always works, so problem has been easy to ignore. This is the first Ubuntu bug I have ever filed, so it took me some time to get here.
