Thanks for reporting.
I was unable to reproduce this issue on Ubuntu 18.04. Looking at
https://packages.ubuntu.com/bionic/libdbd-pg-perl, the package should
have a dependency on perlapi-5.26.1 which is provided by perl-base.
Could you please run `sudo apt update` and if the issue persists, post
the output of `apt policy libdbd-pg-perl` ?
